Locales are missing on Almalinux 8

Symptoms

On a new install of Almalinux 8, only english locales will be available by default.

Description 

Only english locales will show when using thee following command:

locale -a

Workaround

The language pack needs to be installed via dnf:

dnf install glibc-all-langpacks
