    Hey there, I had the same issues, and after reviewing the /usr/local/cpanel/logs/error_log I found the problem: cPanel was unable to write to /home/CPANELUSER/etc/DOMAINNAME/passwd file. It had permissions root:root and after comparing the same file on another accounts I run the following to solve it: chown CPANELUSER:mail /home/CPANELUSER/etc/DOMAINNAME/passwd
    Obviously, replace CPANELUSER and DOMAINNAME for the real use case values. Hope it helps others. Regards
