Install mod_geoip with EA4?

I have done searches all over this forum and internet. Anything that came up is either outdated or does not work for EA4. I need to install mod_geoip for one of the application I am using to analysis the web traffic. At first I was able to use PECL to install the mod_geoip but it does not show up in the EA4 module list. What am I doing wrong or am I missing a step? Can anyone help me out here please. Thank you Bill
