EXIM on just 587 or 443; not 25?

The Ask Is it possible to force EXIM to use encryption by default and ignore non-encrypted connections? Said differently: If I leave just port 465 or ports 465 and 587 in the config, will that break anything? Backstory I just migrated from AWS to Azure and learned that Microsoft has technical restrictions in place that block email sent directly from Azure VMs to external email providers. While it's possible to make a request to remove the restriction, it requires submitting a technical justification and potentially undergoing some anti-fraud verification and even then it's solely at their discretion. Instead, Microsoft recommends that Azure customers employ authenticated SMTP relay services to send email to those external email providers, and they're pushing things like Exchange Online Protection & SendGrid. Call me dense, but it's not clear to me what the true issue is and I'm pursuing that separately:

• Is it just that Microsoft doesn't like people sending unencrypted and so sending encrypted would resolve?, OR
• Is it just that Microsoft doesn't want people sending mail period, encrypted or not?

My hope is that it's the former versus the latter which is why I'm here. Links to resources below.
