Account suspended then "Error establishing database connection"

I am having the same issue that was discussed in

  Hi, There may be possibility that the database password was changed. Can you verify it once if you are able to connect to the database use the same username and password that you have used in the website configuration file?

  Hello, Do you notice any output to /usr/local/cpanel/logs/error_log when suspending that account? Thank you.

  
  I have no new errors in this log, not since 2014.

  Actually got this resolved when fixing another issue I was having with account suspensions- it is related to this! The cpanel mysql username/pw must match the "/home/WEBSITE/public_html/wp-config.php", otherwise you get the error above.
