cPHulk whitelist or blacklist countries - Block all countries except one

I've just upgraded to V70. How do I block all countries apart from mine? I've whitelisted my country, are all other countries blocked by default or do I have to manually blacklist each one? I can't see a bulk update option. Thanks.
