Suspend compromised site with user access?

I would like, when a site is compromised, having a way to suspend the site, in order not be reachable/browserable, but leaving to the user the cpanel access, in order to make maintenance to his own site. is it possible, someway? The "suspend" function of cpanel shut off the site, but also make cpanel access unavailable for the user, and even FTP, mysql etc... so, if i suspend it this way, the user has no way to fix it.
