High load every few hours

Hi, I'm facing with a huge load problem since 2 months ago. Normally load is 0.13, 0.21, 0.22, but somethings on full hour load jumps to 20-30. I do not have any custom cron job. I'm using cPanel v68.0.29, 14GB of RAM, 4CPU, nonSSD drive. Everything is standard except cpHulk is off and CSF firewall is installed. When load jumps top processes are: kworker/* migration/* Any help would be appreciated.
