Limits on outgoing mailgun email?

Hello, I know this has been discussed multiple times before, but I checked many posts and tutorials out there and none of them is working for me. I have configured EXIM to deliver emails through mailgun, and I have the hourly limit set to 50. But it does not apply, cpanel users can send emails in bulk no matter what the limit is.
