Hello, Can you check and verify that Network Manager is disabled on this server? We document how to disable it at: How to Disable Network Manager - cPanel Knowledge Base - cPanel Documentation If it was enabled, then you should reinstall the OS, disable Network Manager, and then start the cPanel installation again.
