    .- Do I need cPanel license on backup server?

    No, the remote server can be bare metal server with desired protocol to have the data copied to it.
    .- Can I have enable local and remote backups (incremental)?

    Remote backup may not support incremental backups, you need to change it to compressed backup and then you can choose to retain the local backup through it..

    Recently, we had some disk issues with our server, so we want to keep incremental backups on local drive and full backup on remote server. Is this possible?

    Hello, You'd need to configure backups as Incremental on both the local server and the remote destination (via the Rsync destination type), as it's not possible to have local incremental backups enabled with compressed backups selected for the remote destination at the same time. Keep in mind that incremental backups and standard backups are both "full" backups. Incremental backups are simply not packaged into an archive. Thank you.
