Confused about main php!

hello guys, i'm Confused about main php in cpanel when we installed cloudlinux we have same php ! true ?? we have alt-php* and ea-php* which work or main when we install cloudlinux ? which one should we configure or change? and qustion 2 . when we in whm configuration (multi php ini editor) for e.g change max_input_time to for e.g 360 ! and set 360 for max_input_time. when a user in host chnage max_input_time to -1 what happens ? Which applies?
