Creating Account Requires Apache Restart

Hello My server has a problem after the upgrade of the cpanel to version 70 After creating an account with the opening domain, the following error is seen: test.com/cgi-sys/defaultwebpage.cgi After restarting apachi, the problem is resolved. what's the solution?
