Create Multiple Websites in public_html Problem

Hello, im trying to set up my first paige with cpanel and it worked after i let someone let it setup. He putted the folder with the files into the public_html folder and it works but now im setting up my second page and i cant set it up when i put the folder under the website folder it dont works and also under the public_html folder it dont works. Now i heard you should have a public_html folder for every single website. I dont know what i must do to set up the second website.
