The Login is invalid error from WHM

I know the answer is simple but i have now spend two hours looking for it. Use case Root or WHM user with permissions needs to login to clients CPannel account on same server getting a message that this "The login is invalid." instead of loggin into the account. This worked before yesterdays update to "v70.0.48" (will go back to stable once it has 70 but needed the hulk update) Question where is the bullet point that allows root or WHM user to be able to access sub cpanel accounts. so i can fix this. sorry for the dumb question but all i can find is how to see list accounts and click on the cpanel icons not the permission that somehow was turned off.
