FTP - host access control issue.

I changed pure-FTPD to proFTPD and doesn't work firewall allow IP on host access control. ALL EXCEPT 127.0.0.1 deny. Save & exit, I connect to FTP was connected. It is doesn't work.

  Deny isn't show IP there. Allow it shows IP there. cpaneld : ALL EXCEPT MyIPAddress : deny whostmgrd : ALL EXCEPT MyIPAddress : deny sshd : ALL EXCEPT MyIPAddress : deny ftp : ALL EXCEPT RandomIP : deny FTP in another IP test. I try a test to connect to ftp was successful. It is doesn't work firewall.
