You must reboot the server to apply software updates

Hello, I've just setup our new dedicated server with LXD on Ubuntu 18.04 with LXD. I have configured a new container with CentOS release 7.5.1804 (Core), setup networking with static public IP's and performed a fresh install of WHM / cPanel. Install went smoothly. After initial web configuration, I now have a message "You must reboot the server to apply software updates". I've done several reboots gracefully and from terminal and message still showing. whmapi1 system_needs_reboot returns: data: details: updates: dbus: 1:1.10.24-7.el7 glibc: 2.17-222.el7 openssl-libs: 1:1.0.2k-12.el7 systemd: 219-57.el7 needs_reboot: 1 metadata: command: system_needs_reboot reason: OK result: 1 version: 1
WHM:

• CENTOS 7.5 lxc [vps]

• v72.0.9

  Hello Justin, The system_needs_reboot WHM API 1 function collects the returned information from the operating system's /usr/bin/needs-restarting application. This application should report information about the RPMs on the container itself. On your particular container, it's likely reporting information from the host node. This suggests an incompatibility between the container's operating system and the host node's operating system or virtualization software. You mentioned this is the initial setup of both the host node and the individual container. With that in mind, are you able to reinstall a new OS on the host node, and then setup a new container for cPanel & WHM?
