Website Files Not Updating Properly Issue

so as you see from the address I make changes in the public_html folder and I see the changes through the cpanel filemanager. however, it doesn't make any changes in the website and when i try to see the files of the website through my domain i can see that there are no changes happened . the changes is like creating a new folder or file or even renaming a file

  This sounds like a browser cache issue to me. You might try another browser to verify this, or, clear your browsers cache properly and restart browser before checking website.

  i tried clearing the cache on my browser, used other devices, and downloaded another browser and none of that worked i even cleared the DNS cache

  Did you just move this account from another Hosting Provider? You should contact your Hosting Provider, they can take a closer look at this for you.
