Disable Edit DNS Zone in WHM?

Is it possible to disable the "Edit DNS Zone" in WHM for root? We would like to use a cPanel DNS only cluster to allow multiple different entities/VPSes to share the same DNS servers, but we don't want them to have the ability to edit each others zone files from WHM. We want to force them to update DNS zones via the cPanel interface per account instead. Best regards, Eric
