custom web template pages

Hello, I'm trying to make sense of the custom template pages. I know how to modify the account suspended page. But I'm not sure if this is the direction I want to go. As this will change it for all new (and probably existing suspended pages). Is there a way to create a new 'suspension' page (or another way to set a template.) The example is for wanting to set a maintenance page and be able to hit a button or something similar to put it this 'mode'
