    You can use command "/scripts/restartsrv_httpd" to restart webserver and it will write log again.

    Thanks guys, this was solved via Cpanel support ticket. To help others this is what the support staff member said [quote] The issue appears to be that the Apache piped logging output interval was not yet hit, so no log output was done. In cPanel v74, we added Apache piped logging to be on by default, as it helps lower memory usage of Apache significantly. What I did to make it log more often, but still used piped logging, was alter this configuration file: The setting seen there, maxopen, is 16000 by default, which takes quite a while to hit from what I could see on your server. I changed it to 1000 and it output to the file now after about 20 hits. Documentation on this configuration file and what can be put in it can be found here:
