Email Client Does Not Fetch Email Properly

Hope you are doing good.
I have two queries for my regular problem and I really need your help for the same.
All my users are using Zimbra to POP all emails from the webmail and many time it does not fetch the emails and eveytime I have to go manually restart/reconfigure the email client for downloading emails as POP.Hence, I request you to provide suggestions for below requirements,
First requirement: Is there any way to get the email notification if any users webmail exceed emails more than 200 emails in their inbox ?
Second requirement : I have a single server which POPs all emails from the webmail so can I set any rules that WHM server will give continous connection to port 110 to my local server ?
