Apache no graceful restarts after different actions

I have a issue, since when I really do not know. For example if I suspend or unsuspend account I have to manually restart apache to apply changes. I really do not know why that happend. Same situation is when I install Auto SSL until I restart apache the new certificate is not working. I'm still using EasyApache 3 but have absolutly no clue where is the problem and why its started. Im using cpanel 74.0.10
