Outgoing Mail Blocked

Trere is an email that its lock for cpanel server because it mentioned that it was detected as spam, i unlock it many times but cpanel continue locking, i follow the steps to reactive it but any thing solve it because cpanel continuie blocking the smtp out for tha mail, i tray to use it in a new macbook and its the same
