All Accounts Mailboxes Errors

All mailboxes of the server got that error today. When I try to update Cpanel it stuck at 49% and then give me a timeout error. My SSL Cipher List are: ALL:!ADH:RC4+RSA:+HIGH:+MEDIUM:-LOW:-SSLv2:-EXP Also the graphics seems buggy as attached file. I've searched a lot but cant find solution. Please help.
