SMTP Restrictions , Yandex or Gmail SMTP

Hi, I'm using PHPMailer. When SMTP restrictions are enabled i can not send e-mail via Yandex / Gmail SMTP (which is normal). What i need to know is how can i get pass this, how can i send email through Yandex SMTP while SMTP restrictions are enabled ? I've edited Exim config for "Sender verification bypass IP addresses" and "Trusted SMTP IP addresses" added Yandex smtp IP but no luck so far.

  The built in cpanel function for this does not allow you to exempt certain users, however, if you install CSF firewall, that has its own implementation of that and can allow you to exempt certain users that need this functionality.

  As suggested by @GOT the cPanel setting is an all or nothing thing (either on or off) so that wouldn't be doable. The CSF solution in this instance may be worth looking further into to suit your needs better.
