    If you read the error carefully, the last line of what you have pasted ... Could not connect to 'IP ADDRESS:2083': Connection refused so above is the exact error, how are you trying to migrate the account ?

    That is the part that I cannot figure out since, I have the port open and the IP for both my office computer and that server are on the hosts.allow file, password auth is enabled, ftp is active, SSH is working and password tweak is enabled, I'm using the accounts username and pass... that's why I was hoping for more ideas. I am using the WHM tool (Remote User Account Transfer) to transfer an account using the account's user name and password.

    The error is pretty clear, the connection is being refused over port 2083 I would suggest that you double check and ensure while you're doing the transfer both servers are whitelisted in each other's firewall and allowed to connect over port 2083
