Security Advisor Issue

When I log into WHM and click Security Center - Security Advisor I get a red flag warning about "Apache vhosts are not segmented or chroot()ed." However all of my users are set to "Disabled Shell" which seems by logic to be a higher level of security than jailed shell. Why am I still getting a warning telling me to give more access to users? Am I missing something here?
