Custom RBL messages are not being rejected

Looking at three spam messages i see that all 3 of them failed cbl.abuseat.org lookups yet those messages were still delivered. I see them listed in the header of the messages and as *** SPAM *** in the subject. According to the ACL Exim Flowchart (Visualize ACL) once a messages hits an RBL, it should be rejected!
