Setting short_open_tag to off in php.ini

Hello I want to install prestashop 1.7 and it gives followings as error:

• To get the latest internationalization data upgrade the ICU system package and the intl PHP extension.

• Set short_open_tag to off in php.ini.

Please help me fix. Note that I'm using php 7.3 and cPanel 74.0.11 and also i cannot find the php.ini file in host
