email filters and forwarder

Hello, after upgrading my cpanel to 78.0.12 version i have a problem with forwarder and filters. Before this upgrade i use some filters with deliver to folder action. Also i use a Forwarder. All the new emails that not include in the filters are forward to the email address that i have set in the forwarder. After this upgrade all new emails forward to the address set in forwarder and then filters applied. Which task is running first, forwarder and then filters?
