Okay, this resolved itself on its own so I'm assuming it was a Cloudflare DNS issue related to HTTPS? How strange that it resolved within minutes of asking for help. Edit: Now Wordpress admin loads fine but everything else is /cgi-sys/defaultwebpage.cgi Edit: (five minutes later) all pages loading fine. Combination of Cloudflare DNS propagation and cache

Strange. This is happening again and after an hour doesn't seem to be resolving itself. I created a new cPanel account, uploaded a static .html site and after an hour, everything resolves to /cgi-sys/defaultwebpage.cgi Officially asking for help. Any ideas?
