Limit concurrent users on the server (http)

Does WHM limit the number of concurrent users on the server via Apache or some other package or does this limitation only depend on the hardware? If there is a setting to limit concurrent user numbers, where do I find this setting? The user I refer to is the user who accesses the sites via http

  Yes, in WHM, go to teh apache configuration and look at the settings for max_servers and max_clients. These are the settings that limit the number of concurrent connections.
