EXIM blocking emails from Spamcop

I am currently discussing with one of my customers because EXIM seems to be blocking emails from an IP listed in Spamcop despite the fact that Spamcop filtering seems disabled in the respective WHM screen. PS: The IP belongs to Amazon SES service
