With cPanel backups disabled can you still get an account backup?

I have a customer that wants to move from his old host but they have disabled all back ups and server to server transfers. Is there another tool to get a full cPanel back up or method to back it up? It's too complicated to transfer piece by piece.

  I'm not aware of any other tool. Do they at least have shell access or is that off too?

  How complicated? You might be able to compress and grab directories needed via cPanel File Manager and any databases via phpMyAdmin. Not perfect but gets you going in the right direction.

  Yeah they have SSH off too. Yep, I'm grabbing folder by folder and exporting phpmyadmin, ect.. Should be fun lol. Thanks!
