How to enable mod_userdir?

So I have been wracking my brain all day. I can not figure out for the life of me why I can not visit the ipaddress/~accountname to view the files on that cpanel account. I have fallowed every tutorial and forum post I can find. I have already disabled mod_userdir Protection under the security settings but now I get this warning on that page " mod_userdir is disabled Web server processes on this system currently run as the user. For security reasons, the system disabled mod_userdir. Any changes that you make in this interface will not take effect until you enable mod_userdir. To use mod_userdir, you must disable mod_ruid2, mod_itk, and mod_passenger and recompile EasyApache. " I am unsure what else to try at this point all suggestions are greatly appreciated. Thanks
