Error establishing a database connection

"Error establishing a database connection" just found this message on a clients website, i tried to got to the wp-admin... and the reply was "Can"t select database" So i tried to go to the cpanel it still didnt work "login is invald " Please help any help

  You may be blocked by cPhulk on that server. Have you contacted your Hosting Provider about this?

  You can test this by accessing the server via another IP address. Good luck!
