    Hi there! Before all else, I'd recommend having a read of How to Prevent Email Abuse - cPanel Knowledge Base - cPanel Documentation and making sure that your server is as compliant as possible to this document - since there's some great tips which will help. You mention that you use ConfigServer Exploit Scanner, so, staying within that family of products, have you tried out their OSM (Outgoing Spam Monitor) plugin? If not - I can personally recommend it - I've seen first-hand the impact it has on bringing spammers under control, and it's definitely worth it.

    For incoming mail scanning, we really like MagicSpam. Four outgoing spam, we have never really found a great solution for on-server, but we really like the MailChannels outbound mail filter service.

    cPanel comes with SpamAssassin which can be configured to protect against both incoming and outgoing spam.
