Hourly limit between local mails vs outgoing mails?

I am not sure about if "outgoing" applies to mails between users in the same domain. I would think it refers only when they want to mail outside of the domain. I want to ask if I can set different hourly limits between users and "outgoing" mail by this definition(and if my definition is correct)?
