421 Downstream server error

hello awesome people i'm receiving this error when sending to couple of people both in Lebanon - i am able to send normally to other people "the mail server refused to talk to me: 421 Downstream server error" the bounce mail arrives after 5-6 hours of sending the email .. is it an issue from my side or the recipient ?! thank you
