Suggested PTR Record is IP from China

I tried the e-mail deliverability and cPanel is suggesting an IP from China. This is a fresh server. Is this normal? - Removed -

  It's not normal but does indicate a potential routing issue, is your server NAT routed?

  I've attached screen shots. One is the PTR IP suggested, with my servers info deleted. The other is a whois of the suggested PTR IP, which is in China. Where does it get the suggested PTR IP from? Thank you.

  That IP does not originate from China, you're doing the lookup backward, it is a Google IP address. IP's are listed in reverse order in a PTR record. I'd assume the IP belongs to your Google Cloud instance.
