Default Web Page when creating new accounts?

Whenever I create new accounts on WHM, the website will show 'Default Web Site Page'. It will do this until I clear cache and then shows a 403 Forbidden page (I assume because their is no files in the public_html directory). Is it possible for it to just direct to the public_html directory without having to clear the cache whenever I create a new account.

  Hi, So I have determined that the issue is all cache related. When I try and run the page from private browsing, it loads fine. To remove it from normal browsing, I have to remove the cache. Is there anyway of the page loading without having to delete the cache every time I create a new account on WHM? Thanks
