openbasedir feature removed from WebHost Manager?

Hi : Thank Cpanel because increasing Price !! openbasedir feature was disappear recently, i see this when searched openbasedir and nothing result. is this feature no need more ? or not help security ? how can possible enable for all user ? thanks
