What /tmp and /tmp/analog used for?

/tmp and specifically /tmp/analog are among the biggest directories on an account. What are these used for? Is it just for stats? Can I clear them out? There's a cache.out file that's over over 2.5 GB alone. edit: *What are. Apparently it doesn't let me edit the thread title though.
