Emails not going through to default account

I've noticed a server isn't catching unrouted mail.
Example:
Emails to thisaccountdoesntexist@example.com should be delivered to account@example.org
However it just bounces with:
The mail server could not deliver mail to account@example.org. The account or domain may not exist, they may be blacklisted, or missing the proper dns entries.
The Default Address in cPanel is set as "Forward to your system account "account"" at present.
Which setting needs changing to ensure all mail to accounts that don't exist are forwarded to the default mail accounts for each cPanel user without having to set the forward address in Default Address?

Hey, Local Mail Exchanger and the DNS zone does indeed exist and is using the default zone template. WHM -> Tweak Settings still has: Initial default/catch-all forwarder destination [?] set to System Account too.0
