Editing mail filter files

Having to build api commands for editing mail filters is quite cumbersome. We'd need a function for cpanel to update its own data according to the corresponding FILE after manual edition, it it needs to store its info in a certain fashion. example:

• You manually edit a file in /home/username/etc/domain/user/filter.
• Then you run, hey-cpanel-please-update-yourself-from -f /home/username/etc/domainx/userx/filter
• Done.
