    You may have gotten blocked by the server. You might want to contact your Hosting Provider about this to get the block removed.

    I have changed my hosting provider so in that case should i contact my new hosting provider or the old one?

    I would think that depends on the one that's got you blocked. If your domain is pointed at the new Provider and resolves as expected, your new Host is the one to contact. Be sure to provide them with your IP address so they can check for you in their server logs. GL!
