Maximum percentage of failed or deferred messages a domain may send per hour

Setting this setting in Tweak Settings: Maximum percentage of failed or deferred messages a domain may send per hour Does it override anything on ther package level? I see its at two different levels?

  If the value you set in tweak settings is lower than the value set in the user's package the value in the package will be overridden by the tweak settings value. Meaning the Tweak Settings value takes precedence.

  IS this still the case now? I find accounts spamming like crazy and its not taking effect. Shows "unlimited" on package level but 90 on tweak settings level but still doing so. Its now getting us blacklisted on some servers. Has been working for years and all of sudden this issue. When I set it in package level now to 90 which is the same as tweak settings option it now seems to give me defer failure messages in the email accounts.
