Why is the Release Tier available to be selected

I went to my update preferences, and I saw that the Release tier is available to be selected even though it represents downgrade as I am currently using the Current tier which is v82.0.10 and the Release Tier is v82.0.9. Is this a bug or is this common. My cpanel version is v82.0.10. At last, my question is: Why is the Relese Tier available to be selected as in common sense, it is a downgrade?

  They're minor version changes which are allowed. If RELEASE was 82 and edge was 83.99999(84) then you should not be able to select it.
