Clients with basic right have access to all other accounts

Hi Everyone, I have a problem with 2 of my regular users that can access to all accounts on the server even if there not reseller or root... how can I stop this without blocking access to my other reseller and root users ?

  Just found out that if I log with the username of one of my client and use the root password then it logged as root ?? is this normal ?? this is a major security issue for me

  This doesn't typically occur unless the user has the same password as the root user, can you confirm that is not the case here?
